The stock market dipped Tuesday morning, but Wall Street was still shrugging off the threat of a looming government shutdown.

The Dow Jones Industrial Average was down 118 points, or 0.3%. The S&P 500 was down 0.1%. The Nasdaq Composite was flat.

The Dow took a turn lower after the Conference Board’s consumer confidence index fell to 94.2 in September. That’s its lowest level since April.
